Tip #1 -- Factories & High-Tech Industries

Factories will develop in Medium Industrial Zones and Dense Industrial Zones.  The zones will need to have good transportation, and all the other services (water, power, fire coverage, police coverage, etc.).

TIP -- Having a lot of factories is worth up to 5 points on the Judges Scoring (item City Layout #4).  To get full points, you'll need at five or more different factory types.

High-Tech Industries (SimMars Research Facility, Software Studio, and Industrial Lab) are a little more difficult to achieve.  You will need very good Medium and/or Dense Industrial Zones, a high "Education", and time.  As long as you have a prospering city with high education (above 95 or so) you'll start to see High-Tech Industries develop; but it might take until the year 2050 or longer before the high-tech industries become common.  Some of the ordinances you enact can help or hinder the development of High-Tech.

TIP -- Having High-Tech industries is worth up to 5 points on the Judges Scoring (item City Layout #5).  To get full points, you'll need at least one of all three types.
